The leaves of submerged plants like Hydrilla are thin and narrow. They are covered with mucilage. This helps to prevent decay. The stem of the Hydrilla are long, slender, flexible and spongy. The spongy stem has large air spaces which make the plant buoyant.

The answer is "yes" hydrilla plants are covered by mucilage .

Hydrilla  are actually the aquatic plants living in water.Hence in order to protect the plant from being decayed in the water mucilage surrounds the plant body
These mucilage are are non soluble in water and made of protein along with complex polysaccharides  as well as the uranides. Mucilage is actually the thick substance just like a glue
