India is having a quasi federal form of government.

Because Federalism is a system of government in which the power is divided between a central authority and various constituent units of the country.

But in a vast country like India , the government can't be run only through the two tiers .

States in India are as large as independent countries in Europe. Many of these states are internally very diverse.

Federal power sharing in India needs another tier of government below that of the state governments in order to solve the grassroot problems quickly and with more efficiency.

India follows the Quasi federalism.

Federalism is a system of two government i.e both central and state governments. This system was adopted from the US constitution as USA follows the federal system.

But countries like India are not suitable for federal system. Instead they need one more tier to make the administration more efficient.

Hence, India has three tier government: central, state and Local. The local government is Zilla Parishad, mandal Parishad and village panchayat.

Actually Indian constitution mentions only about two tier system but later the local government was added through 72nd and 73rd ammendments.

The idea of local government was given by Lord Ripon former viceroy of India in 1882 later it was added in Government of India act 1935.
