People have different developmental goals because people come from different background.
Different people have different dreams and aspirations.
People set their goals according to the changing circumstances and the prevailing situation
People may change the goal with the change in situation which could be contradictory to previous goal
For Example : A person willing to do higher education will change his goal go for employment because weak economic situation of the family
(OR)
Different people have different development goals as all are not equally developed. ... For example a rich business man can have development goal of erecting a large dam. This development goal is conflicting to persons like farmers who want to do farming as erecting dams means lose of farming land for farmers.

people have conflicting as well as development goals.
=> this is because the conditions or circumstances are different for every person. for one something may be a source of development while for other it many be a loss of the chance of development.
take for example:
◆ a industrial worker would want to make large dams so that his industry could grow but this may cause huge displacement of poor people.
so, in this case there is development for the industrialist but not for the poor people.
◆ similarly other example can be construction of nuclear power plant in which local people would have to suffer because of radioactive waste.
