Is it correct to say that a resistance wire is a bad conductor?

When a wire has high resistance it will not allow current to easily flow through it , which means the wire with a high resistance is bad conductor of electricity.

We know that 
R = V/I

Where R is the resistance , V is the potential difference and I is the current.

As R and I are inversely proportional to each other therefore more the resistance less the current will flow through it.

a resistance wire does not allow the electricity to flow through it and  blocks it.when it is not able to oposses the flow the electrons ,it melts and breaks
hence it is correct to say that a resistance wire is a bad conductor.
