is it correct to write the electronic configuration of Boron as
1 {s}^{2} 2 {s}^{1} 2 {p}^{2}
. why ? guess and write ?

Explanation:

the actual electronic configuration of Boron is 1s² 2s² 2p¹. But the question you asked is about it's excited state of boron which you have written. When some atoms suppose 3 of hydrogen comes to boron, boron transfer its 1 electron to its empty subshell and make bond with hydrogen.
