Without any evidence . In the first place be clear whether you are shooting without evidence that is without the knowledge of the hitting person . Or the suspect is hit without evidence that is without the knowledge of others . Or there is no evidence for the commission of the offence by the suspect .
In any case to hit any person ( in legal terminology - assault , hurt ) is an offence commencing under IPC sections 323 to 332 by anybody on any person . The police have no special provisions to eschew the clutches of law for any reason whatsoever .

But the same force should not be used with any person trying to escape while asked to stop his scooter for not wearing helmet . Even persons accused of grave theft cannot be hit to death while trying to escape because the maximum sentence for theft is just 2 years even if you have stolen a ton of gold , or an aircraft or a rail engine .
That apart snapping or videographing in a public place the scene of any person including a policeman hitting any person is not an offence as such . A police station is a public place, remember !
But take care that you are not getting hit ultimately as a consequence though hitting you is an offence too as said above . Our police force requires to be educated in this subject .
