Because of friction, objects stick to their surfaces. This means that it takes some energy to get the object unstuck, per say, from the surface it is sitting on. This energy is in addition to the energy that it takes to accelerate the object.

A moving object has already overcome this additional energy. This means that the only energy that is required is the energy to accelerate the object.
