it is because in hill station the atmosphere pressure is less than that of in plains.thus,water boils at comparatively less temperature than its actual boiling point.thereby,the food does not get sufficient amount of heat for the cooking.
food requires a definite amount of heat to be cooked
if water boils early then although it gets converted into steam but it does not supply sufficient amount of heat required for cooking
