No, I do not think it is ethical. But our community leaders are always worried about the economy in their communities and feel it does not look good for them if the economy suffers. And in truth it is a fine line to walk between the economy and people. The people need the economy to be good so they can feed their families and keep a roof over their heads. I am a liberal and mostly put people above the economy. But to do that you have to have a system that can support the people so they do not go hungry and homeless. The way to do that is to plan ahead. When the economy is good put aside money to take care of people when the economy suffers. In the U.S. we do that through taxation. It is not always popular but it is a way to feed people when the need is there.
