By law, I mean the laws laid out by the constitution of a country and not the social constraints laid out.

It is never okay to break the law. Every law is made or designed after proper analysis, research and wider collection of ideas. Breaking a law is direct disrespect to the judiciary of a country. Breaking a law can never be justified. No one can do any good by breaking a law. There are laws made for important subjects such as - Personal protection, harrasment, violence, right to freedom, right to expression, which some people might think they are not. Breaking a law further propogates the idea of disrespecting the basic foundations of the country.

And, if people of a democracy presume the law as any injustice, they can voice out their opinions through various modes such as protests, speech, mass appeals etc.
