Is it good to have cities with large population or scattered population?

it is good to have cities with scattered population. as if the number of human being are less than there should be more facilities for every one.
and along with that development should be done on large scale without much problems.
Distribution of resources will be more finely.
and all those conditions are vice versa in large population cities..
