Actually in India governor is either appointed by current central or state government, it depends upon the prime minister or chief minister whom they want to see as governor . well as governor is first citizen of state so government will definitely appoint a well qualified person.
FOR EXAMPLE- before formation of BJP government in Uttar Pradesh Shri Ram Naik was governor but after formation of BJP they replaced the governor , and now Mrs. Anandi Ben Patel is governor of UP , who was earlier Chief Minister of Gujarat representing BJP.
