A country that is a Democracy does not need a constitution. A constitution can establish a democratic process but the government is a Republic or the constitution can establish an monarchy. A constitution is a document establishing the law of the land and what it forms is not necessarily a democratic process. Even when it does establish one that does not make the government a Democracy, it can though. In California(ignoring the apparent state high court deciding to recently remove the ability of its people to democratically vote on an issue) th state has a more democratic governmental process, the citizens can create a proposition by writing up the proposed law and getting enough fellow citizens to sign the petition. If they get enough signatures the law with then be voted on by the citizenry giving them the ability to create new law for the state.

There are many countries that do not have a democracy and operate from a monarchy, socialist or communist government structure including the People's Republic of China, Saudi Arabia, Vatican City, United Arab Emirates, Oman, Cuba, North Korea, Bhutan, Qatar and Vietnam.
