Is it necessary that electric potential at point is zero without electric field?

Zero electric potential does not necessarily mean that the electric field is zero at that point. At a point midway between two equal and opposite charges and at a point on the equatorial line of a dipole, the potential is zero, but electric field is certainly not zero.
