no it is not necessary because it is only necessary to improve the standard or level of the country and the family ,so the needs will be satisfied.
It is also important to conserve minerals for future use.

Yes, it is necessary to reduce population growth or family size. The reason is, the more the population, the more is the need of resources. For eg: fossil fuels are depleting rapidly, which is a threat to environment. If the population increases, the need and use of fossil fuels also increases. As we know, all resources are bound to be used up some or the other day. But, we can surely extend their quantity over the years by keeping a control over the population of a country..
