it can be taken as an abuse to her
it is complainable
but it is in few cases out of care and affection
afterall it is situational how the female students interprets the hug

It depends on the relationship.

If the teacher is a family member and/or a person whom the student trusts a lot, then it is fine. It is fine as long as the student gives consent. If it is a forced move, it is wrong and it should be reported to a higher authority if they don't stop.

It also depends on the intention. 

If the adult means it out of love and affection and worry, it is fine, ONLY as long as the student consents. If the intentions are bad and they are trying to get closer to her in a creepy, worrying way or are in any way obsessed with the student, it is NOT CORRECT and he should be reported immediately.
