It is not possible in a neutral atom to have 12 protons and 13 electrons.
as atomic number=number of protons=number ofl electrons.
so it will become unstable hence for a neutral atom it is not generally possible to have 12 protons and 13 electrons.



talking about an ion. ions are generally of two types cation and anion.
cations are those ions which have positive charge and anion are those ions which have negative charge on them.
definitely they can have more electrons or less electrons than protons.
in an atom electrons can be more or less than protons but protons cannot be more or less than electrons
because for an atom to form ionic bond it is not possible to lose protons.

cations are formed when an atom donate electrons and get positive charge
here electrons become less as never before
anions are formed when an atom receives electron and get negative charge here number of new electrons is more than that of before.

thus, we can conclude that there is no effect on protons in case of ions.

hence it is not possible for an neutral atom to have 12 protons and 13 electrons but in case of ion it is possible.
