Normally, the blood does not clot under the skin. The reason being is that the coagulation factor remains inactive inside the blood vessels and due to the presence of anticoagulation like herparin.

No blood can never coagulat until it is inside our body.
The reason is that a chemical called heparin is present inside the blood which does not allow the blood to co-agulate but as soon as the blood comes out of our body it starts co-agulating as heparin becomes inactive.
