In neutral atom, number of protons= number of electrons[ as atom is electrically neutral]. conclusion: It is not possible in a neutralatom to have 12 protons and 13 electrons. But in an ion, it can be possible.

ritambharagupta: Thanks
shahilraj344: its my pleasure

no it can not be possible because magnisium has atomic no. 12 and it has 12 proton and also have 12 electron but it donate the two electrons .
