Is it possible that an area or region may have ample water resources but is still facing water scarcity class10 geography chapter 2

Yes , it can be possible when the area doesnt have fresh water, but has other kinds of water, like seawater lakes, etc...
Maybe the water managemant in the area is not developed yet or because of the funds, area cannot arrange for a purification plant...
