Is it possible that an area region may have ample water resorce but still facing water scarcity explain

cherrapunji or mawsynram for example are the places of highest rainfall in india. but after the rainy season there is a big scarcity of water there. the main reason for this is that they do not have any or very less forest cover so when there is a rainy season water is being provided to them, but then most of that water as well get flushed and leads to soil erosion as well as water scarcity because thare is no forest cover to slow down that water and give it time go into the soil and become ground water.
this is just one exaple, there are many others with different problems as well.
