Is it possible that angular momentum in a certain situation is conserve not conserved?

Yes,it is absolutely possible. Angular momentum depends on the axis. Taking an axis so that all forces pass through the axis or is parallel to it, we can conserve angular momentum. However linear momentum is independent of choice of axis and may not be conserved if there is non-zero net force on the system.
