yes because pressure depends on force and force depends on acceleration and acceleration is due to change in velocity

Yes, in case of a substance that flows freely but is of constant volume, take a jar and fill it with water then make a hole almost near the bottom of the jar, the water will pass out at an incontestable velocity as the water level in the jar become lesser the velocity of the liquid coming out also decreases. Thus due to a contemporaneous decrease in pressure, the velocity of the liquid which is coming out also decreases.
