Is it possible that rats will get birth without tails if we continuously cut their tails for many generation ? why

Because the somatically acquired characters are not passed onto the germ cells.
In simpler words :-
Because cutting their tails will not change their DNA and cutting their tails will not affect the genes of the rats. Genes are responsible for the characteristics of a species. And because of no change in the DNA and genes, the next generation of rats will born with tails.
