yes, indeed, if a train passes by in opposite direction, you'll notice that even if you are still(w.r.t Earth) if you pretend to move if you take the moving train that just passed as stationary .
Same thing happens with us on Earth. For an astronaut that watches earth, if he assumes us to be at rest(the earth and us) then he 'd notice that he is moving.
All this comes in relative motion and depends on frames of observation.
