yes,it is possible because the bus may be in motion for the people outside the bus but for passangers inside the bus may be in rest

The given situation asks for the situation when we sit in the train it feels like moving while it is at rest, it is totally possible. When there is some other train passing by is right beside the train in which we are sitting, it may seem like our train to be moving too.
