HLO MATE HERE IS UR ANSWER

. The formation of new plants , from vegetative units like buds , tubers , rhizomes etc is called vegetative propogation.

. It can be considered as 'asexual reproduction' as it involves in the 'production of new individuals '.

. REASONS

. In asexual reproduction , the offspring forms a single parent just like vegetative propogation.

. Asexual reproduction doesnť involve fusion of male and female gametes.

. In asexual reproduction , the off springs are genetically very similar to parents (clones - exact copy of parents ) just like vegetative propogation.

. Hence , vegetative reproduction can also be considered as asexual reproduction.
