Is it possible to have both high and low blood pressure?

Yes, it is possible because most of the medication given to patients with hypertension may cause hypotension. Especially "diuretics" which are used for the treatment of hypertension. also the other prescription and over the counter medications may cause low blood pressure when taken in combination with high blood pressure drugs.
