is it possible to view a HTML page stored in the hard disk of the computer ? if yes , what is the method of veiwing the same .

Yes, it is possible.

When a file contains a ".html" or ".htm" then that file is a html file which can be opened on an browser you are currently using
for example consider in you localdisk c there is a file called "index.html"
if you want to open that file for viewing it, right click the file and chooce open with option and select any browser you like for example "chrome"
if you want to open the file and edit the code, right click the file and choose open with option and select notepad.
so that now you can edit the html page if you want
