Yes it is possible that average velocity is zero but average speed is not zero.
This is because
average velocity= displacement/time
and
average speed= distance/time
This is known to all that displacement can be 0 where as distance cannot be 0.
For example. .. when a particle covers a complete circle it's distance will be the value of 2 pi r.
But it's displacement will be equal to 0 as there is no distance between the final and the initial point.
