Insulators hv very highly resistance..
Poor conductors may be used as example..like - with respect to copper iron is a poor conductor.....Also poor conductors Dont hv too much resistance, N may also be semiconductors...

no ,
insulators are not conductors.... i.e. they do not conduct for an instance heat or electricity
whereas
poor conductors are conductors but are not good conductors .....
