No, it is not at all safe for an electrician to carry out his electrical repair works outdoors when it is heavily raining.
The reason behind this is very simple because, the electrician might catch an electric shock because water is a fast catcher of electricity especially while the repairs are being done.
So it would be better if an electrician doesn't do any repair works during a downpour to prevent himself from getting an electric shock.
