    Yes.  It is always the same side of Moon that always faces a particular region on Earth.

    For example, people in New Delhi see one face of Moon's surface.  People in New York see another view of the Moon.  People in Japan see a different view of Moon's surface . But always they see the same face they have been seeing before each day or month.

     The reason is that Moon rotates around itself with an angular speed. Moon also revolves around Earth. It takes around 27.3 days to complete a revolution.  Moon takes approximately the same duration to complete rotation about itself.  So at any place on Earth they see the same face of Moon.

    This is called the tidal locking effect.  It is interesting to note that Pluto and its moon called Charon are also tidal locked.  This effect is simply due to gravitation force and initial conditions of rotations.

The moon keeps the same face pointing towards the Earth because its rate of spin is tidally locked so that it is synchronized with its rate of revolution (the time needed to complete one orbit).

In other words, the moon rotates exactly once every time it circles the Earth.
