“Is it true or wrong to say that, any magnetic field induces an emf in a loop of wire? Either yes or no explain it with a solid reason.”

This statement is true only when either of the loop of wire or the magnetic field is in motion. Only magnetic field and a loop of wire can't produce an induced current.

yes, It is right, magnetic field always induces an electromagntic force in a loof of wire, because of the magnetic field lines.

it is also observed when a magnetic compass is kept near the current carring conductor
