Is it true that electric current always flows through positive terminal to the negative terminal of the cell? If yes that justify your answer with suitable reasons.

Conventional current flow from +ve to-ve terminal but movement of electron is from -ve to +ve

Yes. Electron flows from negative to positive. So the electric current flows from positive to negative
