Is it true that, in general, in an embedded system the application tasks have higher priority than system tasks?

And if that's the case, more than likely tasks with the highest priority will run whenever they need to and they should meet all or most of their

deadlines. However, that is not the

optimal algorithm for making sure that multiple tasks in the system meet their deadlines.
