Yes, management can be described as an art. This is so because just like to perform an art, to create art, there is a requirement of certain set of skills by the artist. Similarly, in the case of management the manager, i.e the incharge of organizing, demonstrating, planning, coordinating and supervising is performing a certain set of skills. Art is a subject, a genre, a topic which deals with the application of ones knowledge, similarly, management is a set of continuous activities which requires the person to use his  knowledge in an applicable way.
