Is membrane of nucleus a continuous layer? Why is it so?

In many cells the outer membrane is continuous with the rough endoplasmic reticulum (ER) and the space between the membranes is continuous with the lumen of the rough ER. The inner membrane defines the nucleus itself, physically segregating DNA from cytoplasm.
