Technically it is, the president and other elected officials run for office, under the auspice of a multi party system, many of these positions have limited terms (the president can only be elected for one , 6 year term).
However, through out much of its history, Mexico has experienced decades of turmoil and dictatorships that continue to leave their mark in the form of weakened Democratic institutions.
It is these institutions that ensure a country can have fair elections and that corrupt politicians are held accountable.
So yes, Mexico is a Democracy and has made huge strides in protecting it. However much work needs to be done. Mexican Democracy is fragile and still too frequently prey to the corruption of a powerful few.
