yes board exams are all based on ncert

At first, Let me tell you about the conditions in which I have studied in class 12th.

My school was a Navodaya Vidyalaya in Bihar with no good teachers as we students used to tell them that they are explaining the concepts wrong way. There was nothing left besides self-study to do because you can't take coaching in a JNV. I, due to some reasons couldn't study in a coaching Institute in vacations. What i did is only self-study from NCERT books. Deep and thorough. Without help of any teacher. I used to read the paragraphs, if couldn't understand, read it again and again until it was clear. Then I used to write my understanding in my notes in my own words which I used to revise during exams. And my results were

English- 97

Hindi- 94

Physics - 99

Maths - 98

Chemistry - 97

I didn't use any other book/sample paper for PCM. I was not confident studying so when my friends used to tell me that ONLY NCERT will end up with mere pass marks. After completion of NCERT I solved in-text and exercise questions only.

I feel that if you study NCERT books deeply with peace of mind, you will be able to crack any exam. I later got a rank in JEE Advanced.
