No it is not necessary that for a body to be in rest, there should be no force acting on it. The reason is simple as the body can still be in rest with several balanced forces acting on it.
The resultant of balanced force is zero. If the net force is zero, then the body would not be in motion if it was initially at rest.
Hence, we can say that for a body to be in rest, the net force on it should be zero.
