No they are not the same. There are many countries named so. There is Guinea region West Africa. Papua New Guinea and that region known today as melanesia. German New Guinea and that region today known as Micronesia. and as the etymology online dictionary says it was used for Pacific Islanders. Indonesian Papua was called Dutch Guinea.
