In NH4+, all atoms are in stable electronic configuration and hence it isn't a lewis acid. It is a weak Lewis acid as it's conjugate base is a good Lewis base...

NH4+ is neither a Lewis Base nor a Lewis acid because it does have any available lone pair of Electrons to donate so that it can said to be a lewis base, but also because it's octet is complete it doesn't have enough vacancy to accept any electron pair from other Lewis base, which means that it cannot be called a Lewis acid too ! ^_^
