Is nucleus considered as a cell organelle? Give reasons.

Yes. Because The nucleus is fully enclosed in nuclear membrane, it contains the majority of the cell's genetic material. This material is organized as DNA molecules, along with a variety of proteins, to form chromosomes. So it perform a distinct role in cell and it is membrane bound. So it is an organelle.
