Is ohm's law universally applicable for all conducting materials ? if not , give examples of the materials which do not obey the ohm's law ?

No it is not applicable for all the conductors. The material which do not obey ohms law are:
1. Armature coil of an electric motor.
2. Arc lights
3. Ionic conductor such as electrolytes.
