there is no ozone in lower altitude. It is just one layer
The ozone above the south pole was decreasing because of the reaction of Cfc with the O3 layer and the O3 was converted into O2 layer. But after 1990s the Cfc was replaced by Hfc and other coolants and the ozone is now healing.
