Is Pascal's Law valid for a moving liquid?

Pascal's law states that a incompressible liquid at rest will transmit the same pressure change everywhere in the liquid on any pressure change. It is stated while considering the liquid to be not moving and there is no viscous drag.

It is simply conservation of energy. Pressure Energy given at one point will increase the energy equally at every point in form of pressure energy. However,if the liquid is in dynamic condition ,this pressure energy might increase kinetic energy of the liquid or lost in form of heat or sound energy due to viscosity.
