The Indian peacock (sci name-Pavo cristatus) was declared as the national bird of India in 1963 because of its rich religious heritage and involvement in Indian traditions. The criteria for a bird to be declared a national bird was that it should be recognized by the common man, should not be mistaken with national birds of other nationalities, have a part in the history and traditions of the country as said before and be well distributed in the country.

According to Wikipedia it is found in South Asia, mainly below an altitude of 1,800 metres and in rare cases seen at about 2,000 metres. It is found in moist and dry-deciduous forests, but can adapt to live in cultivated regions and around human habitations and is usually found where water is available. In many parts of northern India, they are protected by religious practices and will forage around villages and towns for scraps.
They also breed readily and are settled residential birds in many places and play key roles in the ecosystem due to their modest population.
The reason you didn't spot one must be because you live in a highly developed city like a metropolitan because peafowl won't be able to survive there due to their large size and flighlessness (they glide or fly very short distances). You can find one though "from the south and east of the Indus river, Jammu and Kashmir, east Assam, south Mizoram and the whole of the Indian peninsula" (google).

Personally the only place I have spotted free peacocks in is Ahmedabad. It has an immense population of wild peacocks. If you can, do visit that place. With peacocks it has may doves. Again that is the only place I have spotted actual free doves in India not the albino pigeons.
