no photoelectric emission is not possible at all frequencies . because the kinetic energy of the emitted electron is negative . which is not possible and photoelectric emission cannot take place the frequency of incident radiation is less than the threshold frequency .

Because for the emmision to take place there should be a minimum value of frequency related to the work function of the metal.
