upthrust or buoyancy is the perpendicular force that acts on the area.

Pressure is actually Force per unit area.
P=F/A.
Pressure can or cannot be perpendicular to surface area. when pressure acts perpendicular to surface area , it has maximum value.
Value of pressure decreases as angle deviates from 90 degree towards 0.
So ,it is not correct to say ,it acts perpendicular .
but when it is perpendicular to A than it has maximum value , which can be attained.
